the last word is not "tail", but "might"
so the literal translation means "a fox pretending to have the might of a tiger"

hu, means tiger n theres a story to this idiom, it says a fox said to the tiger that he himself is the king of beast and every1 is afraid of him.. so to prove it, they went to the woods together with the tiger walking in front n the fox behind.. so when every1 saw both of them, they ran.. actully, they r not afriad of him, but the tiger.. get it?? lol.. sorry if its too long!!
