for me this is about someone who is extremely shy and withdrawn, living inside their head and.. in love. He imagines himself as all talkative and fantastic and dreams about how it would be if he actually was like this and was dare enough to come up to her but he knows he never will. That's why the song sometimes refers to "you" and sometimes to "him"- "you" is the real person who lacks self-esteem and self-confidence while "him" is the mental imaginary self-portrait of him and what he could be.

Yes it is sexual imagery, the theme of the song is about narcassism, self-love, and ultimately, failure. The blowjob line is referring to the songs protagonist ('his') self love, that he would suck himself off if he could.
