your processor apparently has problems with black ops, there have been quite alot of problems, plus its still in beta, i can run it at medium settings fine with similar pc to yours, but low settings lags more, guess its just buggy at low settings

@wtf3r NP dude. Vista is terrible xD Really, really terrible :D It chomps up RAM like a beast (65% ram eaten up idle with 4gigs total). But your system is pretty good, yeah 32 bit if your RAM is under 3.5GB. Tho another 2 gigs would definitely not hurt. Also you've got a dx10 gpu, with that you could try out dx10 only games like Just Cause 2 on Vista/7 only, since XP doesn't use dx10 properly (yes there are dx10 "cracks" but they never render full effects properly).
