No throws can be cheap mainly because the dude has to be standing up in order for a throw to happen

lol this isn't tekken or soul calibur. In fact I believe if you're ducking when thrown you actually can't throw soften/escape, you need to be standing for that. However they aren't cheap because they're how you combat people blocking excessively.

You can't be thrown while ducking or jumping in STHDR

Umm... I'm not going to find a video for you or anything, but you can be thrown while ducking. I mean think about it, crouch-blocking would be nearly-inpenetrable. That aside, it's just possible. Try it sometime, hell in practice if you need to. Have you never thrown a crouching Guile? Because they're always crouching lol.

1:09 in this very video, chun li throws a crouching Deejay. He does soften it though, so that's moot.

I just really haven't seen it that much I guess because I've seen some throws wiffed with a guy that's in grab range. I run over Guile too fast.... anyway it's called a cross up

Throws aren't cheap. Cheap would be doing something like pulling the plug on your opponent's controller while they're in a rhythm. Now THAT'S cheap.
