The Spectre is in a new movie. Superboy was under a legal dispute (hence him being Superman in Legion of Superheroes), Imperiex is in Legion of Superheroes, and Anti-monitor died in the during the first Crisis and didn't come back until after they finished the show. So what else you got?

Mr. Mxyzptlk was in Superman TAS. Emperor Joker was limited character. Gog was also pretty recent. You have to remember the animated universe is set relatively early in the DC continuity. Ganthet is in an episode of Duck Dodgers and in the GL movie. And the Guardians did appear in JL and Superman TAS. Shazam could only be done if they had developed Cap Marvel more, but they kicked him out. Same with Black Adam. Zauriel/Asmodel are later. If they made more episodes Monarch would have shown up.

Except that they were all wrong. Hawgirl wasn't even a part of the Justice League until the latest incarnation. Plus, that wasn't Hawkgirl, that was Hawkwoman. John Stewart is the most boring of all the GLs. He's an architect, but they needed a black guy. The original JLA consisted of Aquaman, but they added the fake Hawkgirl to have another set of tits. Plus, everyone's powers are weakened considerably. So it was nice to get some new faces. Especially Green Arrow, Black Canary and the Question
