@jacobji5 - I agree, JD Tippit was in on it. I think it was supposed to be his job to kill Oswald, but Oswald realized they had set him up. That's the reason why he ran back to his house to get his revolver. Tippit was supposed to shoot Oswald, and that would have wrapped everything up nice and neatly; the hero cop got the killer. Oswald was never supposed to be taken to the police station in the first place, but things didn't go quite according to plan. So Ruby was ordered to kill him.
