yeah technically I think anyone can perform that Jutsu, although Naruto never did it (as far as I know) in the manga.

Just a standard Jutsu-- because all of them are unless they require some special skill (like Lee's hidden lotus techniques) or a kekki genkai.

OMG WTF, this is like a combination of SSBM and digimon battle spirits. SSBM for sidescrolling battles, and digimon for collecting small or large balls to lower your opponets "score" if you will. SWEET

Sasuke and Usopp played independantly, Sasuke spazed his Special Attack too much and Usopp used his too little (I would've Usopp Hammered Naruto in the back when he was frying Piccolo for example).
