How exactly did you accomplish the VHS look? Was it just a standard filter Vegas has or did you use a collection of filters?

@obsidianmystic Brightness & contrast, gaussian blur filters and footage of VHS static (link in the description). I used 4 layers : 1- mask layer -> [ 2- VHS static, 3-video(with TV simulation filter, line unsync) ], 4- video(original). Set layer 2 composition to add. For the mask layer, i used the checkerboard generator (Width: 1.000, Height: 0.980) and varied the height using keyframes... Maybe there is a better way to achieve this effect (i'm still learning) but it worked fine for me...

@benny2700 it might have been easier to get an old recordable video cassette recorded your video on it then played it back, if you use an old enough one you could have gotten it to still look deteriorated. Or you could use a newer one that had been played many times.
