1st: Get a hat (self explanatory)

2nd: Get some eyes and move them all the way to the top, so that it would be the top head's eyes

3rd: Get a mouth and put it in about the middle of the head so it looks like the first head's mouth

4th: Get some eyebrows and move them below the head, so they look like squinty eyes

5th: Put some glasses over the eyebrows (optional, but it would look better)

6th: Get a nose and moustache under the eyes.
