Human chromosome 2 is the result of the fusion of two ancestral ape chromosomes IN THEIR TELOMERE REGIONS. No genes were lost, added, or rearranged. There's no good reason why this fusion by itself would produce a new species.
And as I mentioned in the mouse example, the populations that had very different chromosome sets (karyotypes) due to multiple fusions are still the same species ... Mus musculus.
We also know of plenty of translocations (part of one chromosome being fused to another) that occur in humans. That's one way that Down Syndrome occurs. Part of chromosome 21 becomes fused to another chromosome (can't remember - it might be 14 or 15) resulting in the child having a total of 3 copies of part of chromosome 21.
There's nothing special about chromosome fusions: we know of them in other animals.
For example, different populations of mice (Mus musculus) in the Atlantic island of Madeira have different sets of chromosomal fusions. For example, some populations have chromosome 2 fused to 4 whereas others - on the same island - have it fused to 19. And chromo 2 is not the only one that fused. And all of that occurred in that past 600 years (mice were inadvertently brought to the island in the 1400s).
You just don't get it. When a natural explanation exists, there's no need to try to stuff in an unneeded assumption, like an Intelligent Agent. Read up on Ockham's (Occam's) Razor.

No. Chimps are a modern species, as are humans.
