You need to send letters by registered mail, return receipt requested (or by FedEx, or UPS, requiring signature by recipient, for proof of delivery.
You also need to file a Freedom of Information request to get all emails from the Army Corps of Engineers, which is a federal outfit, subject to the Freedom of Information Act. The key is proof of delivery, which you can't easily get from e-mail (unless you use Eudora). But in any event, you need a "human signature" to be most effective.
Perhaps Mr. Jim Amoss will respond after Orleanians begin cancelling their subscriptions to the Times Picayune Newspaper ! That may grab his attention.
We need to know and those are public records Mr. Jim Amoss. Why do you refuse to cooperate?
The comments data we are requesting from the Times Picayune (TP) is public. And according to the TP's lawyer, there is no law preventing the TP from reporting on or releasing the data.
Most likely everyone has a friend or a family member affected by the floods.
To all concerned, there is a hope for preventing future losses.

Thanks for your work and your persistence. I did send emails as did my family members and friens to Mr. Amos. We deserve a RESPONSE from TP.
We are waiting Mr. Amos, don't you care about your city and about your fellow citizens?
