because this game is aimmed for Japanese kids who most of which don't know english. I don't think the english-speaking market is that large for them to spend time to make it in english. Same goes for official DVDs of Kamen Riders which don't have english subs

they did actually its on the poster. Hopper riders are the two that aren't in the game, well from what I know now
