Wow, that's insanely bad hairstyle. It shakes when he moves his head. Looks like the type of thing you'd seen in one of those late 70s hairstyling books. They call it a quaff, I think. Eric Carmen had the same style, definitely not a good look for a male. Daltrey looks much better with the short cropped lighter hair

Yes, he cut in sometime in May of 1979 or so. The first shows of the "new" Who in 1979 were with short haired Roger. I believe the first show was at Cannes in France. Roger got the cut for his role in the film McVicair.
