yes you do risk tearing a muscle with a full rom on a benchpress. but this usually happens when the person didnt warm up correctly or their increments of weight jump to dramatically betweens sets. doing a half rep like this is basically only working the triceps. so I guess its a risk u have to take to work the chest to its maximum. but 99 percent of the time people dont touch cause it makes it harder and they are being pussy's and make up an excuse about it being bad on the shoulders.
