It's from an erotic gay manga called "Kuso Miso Technique". In Japan, it's a popular meme to have characters (or the facial expressions of those characters) from that manga appear whenever there's something homosexual happening (hence why that guy's face appears all the time in Hyadain's Mega Man videos). And, of course, the other non-UY characters there are Mario, Brey from Dragon Warrior 4, and Cagnazzo from Final Fantasy 4.
