Looks more like you've got some sort of extension fucking things up. An extension that would normally just add, say, a download button on the page or just move components on the page around, but since those extensions are presumably not yet updated for the new layout, one of those could be breaking everything else on the page.
Try disabling all your extensions and see what happens.
The sad thing is, the Beta that was out a few days ago was actually better than the, "full" version they released to the public. How the hell did they manage tha-Oh wait. It's Youtube, silly me.
Because, honestly, the new YouTube layout, at least on iPhone and iPad, is pretty fuckin' badass!
