The main idea of off shore wind mills is that they are kept at a convenient distance from humans. Putting them right in the middle of the driveway on a bridge hence compromises this goal of keeping them at a fair distance.
Further I think that the noise and visual disturbance would be very dangerous for the traffic!
Wave and tidal energy might be profitable, but it would require strengthening of the construction, which might make it better just to make separate constructions for that purpose.
