I get really bad nose bleeds and because your nose and eyes are connected through your sinuses, I once had a nose bleed for 3 hours and it started coming out my eyes in the form of bloody tears. I obviously don't have this condition though as it's only happened once.

i'm not a doctor,BUT i am smart as hell and his nose bleeds and the blood tears are caused by a condition called Haemolacria. usually it's caused bycertain types of infection but it can be caused by a specific type of tumor. i hope its just a long standing infection but the time frame from when the symptoms start to occur until now; it may be a tumor in his lacrimal apparatus. his doctors should know this, most likely this story is "unsolved" so he can get famous and the news can get ratings.
