If it does not occur by chance then it is pre-meditated; pre-meditation is a sign of intelligence, that intelligence is the creator. However i am always open to being educated, as an atheist kindly tell me your premise for atheism

evolution = natural selection; Atheism = no god(s), they both stand on the same foundation ie that there is/are no external intelligence(s) interfering with the trend of material development.
Your oil on water analogy is apt, consider the fact that oil floats on water as a result of the principle that a lighter object would always float on the heavier one, now, by that same principle iron floats on water, could this be by chance?
