I don't think you can download full episodes anywhere, but the whole series is now available on DVD. You can also get it from Netflix. It's worth paying for.

The last episode made a certain amount of logical sense.

After all, characters in various episodes kept saying that it was about Veil not the negative.

In fact, a couple of characters referred to the photo as a "worthless negative."

The ending made sense because the show was a progeny of THE PRISONER with some of THE FUGITIVE thrown in for good measure.
