Last runs are so sad. A friend of mine lived on a property in Slocan that bordered on a rail line and he told me about watching railroad employees removing the line. Seeing the final cars disappear in the distance he said was not a happy day.
Did the hoppers come from top shelf or did they come from a customer around victoria that RA did a good job of pissing off and isnt taking cars any longer?
The hoppers were from Top Shelf in Duncan, yes. RA used to haul them over the Malahat and back for whatever reason when they brought anything down to Victoria. SRY-VI now leaves them in Duncan and only brings what's needed.
I can remember when this would come down on Thursdays in Esquimalt, biggest consist was 5 boxcars and 5 hoppers, around 2000.

It's not quite the sad situation as CP's last run on the Slocan sub. The railroad is still running as the Southern Railway of Vancouver Island.
