It could remotely manipulate any device that used an integrated circuit, and did so due to the low fidelity the robot itself used for its internal speaker.

Simply put: they didn't have his number. They sent the robot to his address in order to trigger the phone and connect Harry with his superior, as the robot's speech was one-way.
