I see you are using the TREK panniers, I used the same ones on a 320 mile ride from Pittsburg to DC on the C&O cannal. I also had the same problem with mine. I ended up sliding them forward as far as I could. This adjustment was enough to fix the problem. The attachment screw than came loose and I had to do an emergency fix with para-cord. They made it but I don't know if I will use them again.
Trek took my back for a full refund after all the problems that I had. Even though the panniers sucked Trek did what they had to remedy the problem. Cheers to them.
