Somebody posted an 'game over' screen of this game that says something like 'Though luck Marty. It seems that you are still here.', all he did seems that was crossing the cable that is electrified at lower speed than 88mph... is that how to get the 'bad ending' right?

I used game genie + save states + slow down on some parts. But yeah, if someone actually did beat this game on an actual NES then yes, I would be very impressed.

I played this game when the NES was young. I never finished this game, it was too hard. Now I saw this worst ending ever for the first time.
I played and completed Part 2 & 3. It has very hard to beat.

I have done it several times on the actual NES hardware, no cheats what so ever since I don't believe in cheating in anything.
