It's more of experience. Where I grew up, we only had one good cop, and that was our D.A.R.E officer. The rest were crooks, liars, and scum. My current location, same thing. Actually I haven't met a good cop here yet. But I am sure there are good officers out there. But Firefighter and Police rivals have been here forever.

Meanwhile cops are stretched to the limit and have to line calls up in order of importance until a car is free.
