Yes Karam is feigning stealing the balls, but it was cleverly done because it fooled Teller into thinking the balls really were being moved. Karam played games with Teller's inside knowledge, hence Teller's great appreciation for the trick.

He stopped talking because when he was working solo he discovered that it shut up hecklers if he refused to speak. Penn on the other hand got louder to intimidate hecklers. So when they got together they each just carried over their style of dealing with hecklers and it turned into part of the act.

The first time I heard Teller talk was on the Daily Show when it was still hosted by Craig Kilbourne. He was on with Penn of course. Craig would ask his quest 5 questions at the end of an interview and his fifth question for them was why does Teller never talk, to which Teller responded Fuck You Craig.
