Yes Karam is feigning stealing the balls, but it was cleverly done because it fooled Teller into thinking the balls really were being moved. Karam played games with Teller's inside knowledge, hence Teller's great appreciation for the trick.

He stopped talking because when he was working solo he discovered that it shut up hecklers if he refused to speak. Penn on the other hand got louder to intimidate hecklers. So when they got together they each just carried over their style of dealing with hecklers and it turned into part of the act.
