press é on game to open game console(or first enable it on options)then write sv_cheats 1 to enable them(as for multiplay,host must enable it so you can use)

yeah i just tried getting lasers using ent_create upgrade_laser_sight and the console said that it "fell out of the map"

Apparently Valve removed the ability to use the upgrades and grenade launcher now..I can't even set sv_cheats 1 on my own local server anymore :/

I figured that out....only way I could use cheats was to play single player or type "map cmmapname(whichever you ant)" in console in the main loby. Works that way...cant use chats in public anymore

They patched out the grenade launcher and weapon upgrades. Im sad becuase I never got to try them.
