Celts are a linguistic group, racially they are Pre-Indo-European as are most of the native populations around the Med Sea. When the Indo-Europeans came from central Asia their physical presence stopped at about the Rhine river and Danube, but their culture and languages were spread to the rest of Europe and emulated by those populations.
Although Indo-Europeans had also infiltrated Greece and Rome and responsible for those successes.

yes i agree with everything except this use of the term celtic, it is unfair to group all these wonderfully vibrant and different cultures of the people of europe into one group in this way, celtic is a broad cultural definition, including a number of different cultures and populations groups ie: not a 'race' not one ethnicity,it has no particular reverence in the uk or ireland, it basically means those people not roman or greek living in europe at that time(germans,scythians,iberians,gauls etc)
