I would believe that.  Rose's moves take so long to come out that C.Viper just snuffed all of them. Once Rose loses the attack priority, it's over -- she has literally no good reversal counters.

Rose should use more pokes in this match up. Also it's pretty hard to land the ultra on Viper. your best bet is to catch em out of an overhead.
