I think it's obvious that this is some sort of digital mode instead of voice encryption, as it's unlikely that the person / recording would be continuous as this is. Sounds vaguely similar to JT65...

Every radio station has a purpose. There is a reason why this station is up, why? I'm not sure. But somebody, somewhere, is paying thousands of dollars just for this radio station to stay up.

More mysterious or nondescript transmissions are more likely used for the latter so that operation can be denied easily.

China an North Korea are notorious for jamming neighboring countries' radio stations with their own propaganda so that they cannot be heard within their borders as easily, and just because the cold war is over doesn't mean dozens of countries don't conduct espionage or other clandestine activities anymore.

It might be a file being transmitted, but the file in question isn't actually an audio file (I'm guessing it would be either a text file or an image). Meaning that basically someone got a .txt file (for example) and then renamed it to an .mp3 or .wav, or some other audio file type and then transmitted it.
