My interpretation of this song has always been that it can be taken two ways(well, actually a million, but whatever): One, that "the fool" really is the wise man, that he's considered silly by all of the ignorant people, the real fools. Or two, that he isn't wise at all. He thinks that everyone else are fools, and he is the only wise one, but really he's just sitting on his "hill" believing he's better and higher than everyone else. He's just arrogant. But I don't know what the Beatles meant.
