Simple- Hamas stores munitions in Hospitals, UN posts, kindergardens, private homes, mosks etc. Because they know the IDF won't blow them up to avoid killing "innocents". They also fire rockets from those positions, fight from crowded places, send children to search the area for them, and use people as plain human shields, like shown in this video. Any sniping bullet can miss and hit the human shield instead, and no tank munition can only kill the terrorist alone that way.
