This is a clear example of what I call "monetary infusion inflation", it is essentially the action of any party, historically it has been states/governments whom have been the biggest culprits, and in this case this was true. The government fueled an inflatinary (Cost Increasing) spiral by making more and more funds available to these education centeres that have led to a situation where when the states/governments move to cut costs or simply run out of funds...
