It's probably Eggman Nega but looks like the regular Dr Eggman because he probably took his disguise he used in Sonic Rivals 1 and 2 maybe to also confront Mecha Sonic to fool him into thinking he survived the destruction of the Death Egg and take revenge for disobeying the regular Eggman
