This happens for one reason. The motor eats up all of the amperage the batteries give out, and this is why these animatronic toys die fast, because the motor, which makes it move of course, eats up everything. When its that low, the motor will COMPLETLEY make sure the electricity is 78% bypassing the voicebox.
I know this after taking apart many of these kinds of toys from thrieft stores. It also determines how often I need to buy batteries for one of my collections of interactive toys :P
My goat sounds like this now, but I have to say the batteries lasted longer than I figured they would.
