@rwg42985 very impressive if u have it all apart clean and polish the stainless electrodes no dirt or finger prints. It may help even out the corona. If u do bro go "long ways" of the electrodes. Can't waite for the next video :)
flybacks sounds like your best choice for pulsing it like you want.. remember ac transformers like you other supply can work on pulsed dc too and will be already current limited so you it wont draw an arc as far and you will have more control over the arc. this my be an even better idea exponentially if all you want is a corona discharge
i have been working on my a fly back for a while.the modified primarys allows you to get a better control of how meany amps it will draw. with my project i am just using it for a hv supply to feed other projects and i threw in audio modulation for fun. i know i can get mine to run on a small 9v battery if i wanted or pull 10 amps but that's what im trying to do with mine. use your driving transistor as a resistor (yes they don't teach you that in school) and you will be able to control the arc

You should try a 100Mohm resistor in series with your HV powersupply. I think that would stop the arcing.
