I've always thought it seems like he meant "bone" in the sense of "fillet" but as soon as the audience reacted he needed to clarify - hence the mime! I mean, I know Clarkson's controversial at times, but I don't think he's planning on doing any other kind of "boning" of someone's dog...
Oh, and btw, Dauntless, I use the word undergarments. It's so much less hassle than naming all the individual bits and besides, it avoids confusion over things like pants and suspenders!
British men are funny, like the goofy guy at a wedding party, but when it comes to one-liners or punchlines they are hopeless. This is like when you Grandfather tells a racist joke in public and doesn't get that people don't talk like that anymore.

I'm not entirely sure that "bone" has the same connotations in England as in America.
Remember, this is also a place where "buns" always refers to pastry and "pants" refer to undergarments.
