To be fair, this Jiraiya was made before Naruto's Jiraiya. And he's not a Power Ranger, actually, his style is more of like... Strider Hiryu, sans the Robotic Animals. Not to mention, Both this Ninja Detective and Naruto's Pervy Sage are named after the Jiraiya from the Japanese folk tail. Wiki it, dude. =P

The ninja named JIRAIYA at first came out at 1806,in novel "Jiraiya Monogatari(the story of Jiraiya)" by Kanwatei Onitake.
It is one of most famous ninja name.
