You see they've already taken their limited supply of oil into consideration, and all these crazy buildings they've been making such as the Burj Khalifa may cost a bunch, yet it's these exact structures that will probably stimulate the tourism in the area, generating more revenue so that even if their oil runs dry, they still have a badass city for people to flock to and create income.
