I don't think musicianship can be used as the only point of assessment for an artistic statement. It can obviously help massively, but if something communicates beautifully, then it works in my book. I believe this to be one of those pieces.
She's not so much a singer as a personality. Andy Warhol wrote in "Popism" that she was a very spooky woman. He wrote about the time she forgot to pay the light bill and lived happily in the dark for a month, the place filled with candles. Her voice conveys that spooky quality very well. It's so odd how she is singing this uplifting song ("The train leaves at half past ten/But it will be back tomorrow at the same time again") in such a spooky tone. Plus, she was beautiful. That always helps. :)

Hey, to clarify, I love this song and her singing. While it is technically awful (she is out of tune throughout), it's still beautiful. Particularly when she sings "if I can save you any time." When she hits the note on the word "I", it kills me. So haunting.

I first heard the version by Bettie Serveert on the I Shot Andy Warhol soundrack. The two versions are almost entirely different songs.

Hey, to clarify, I love this song and her singing. While it is technically awful (she is out of tune throughout), it's still beautiful. Particularly when she sings "if I can save you any time." When she hits the note on the word "I", it kills me. So haunting.

i love this version ... i kinda like the Rainy Day version w/ ms. Hoffs best but this is a GREAT version.
