Right click the background layer, then click 'layer from background'. then a window should pop up. Just click okay. Then when you delete the background, it should be checkered, meaning that it's transparent.
To make the lines like that, you fill an empty layer with a vertical line pattern and then go to filter>distort>polar coordinates.
Make sure it's set to rectangular to polar and then click 'OK'.
If you google 'vertical line patterns for photoshop' you can find tutorials on how to make really skinny ones. Other than that, you can use the marquee tool to make a long stripe down the picture, then color it. Then, you use the marquee tool again and select the stripe and a little bit outside of it to make the pattern. After you have it selected, you go to edit>define pattern.

Make sure the background layer is under the ghost image layer.

Well, when I clear the background it doesn't go to transparent
and you put vertical lines on the background then made them come out.

We used the polygoal lasso tool. It's kind of like the pen tool
