All old houses from 1978 and older, EPA requires you to be a Renovator working for an EPA Certified Firm to remove old windows because the paint has lead.
The fine for not complying is as high as $37,500.00. All contractors, plumbers, electricians, and landlords are reqiured to be certified for Renovator and EPA Certified Firm.

You don't have to be certified by the EPA to replace your own windows. Not all paint before 78 contain lead.

Thanks for the instruction. I actually need to change the windows in my house soon.
One room I keep shut through the whole winter because the windows don't insulate well enough.
