Not necessarily for police here in the US. Ambulances, and Fire Apparatus use it as well. It's called Wail and is proven to travel farther distances the a shorter tone such as Yelp and Hi-Lo which are often in the same siren head. However, most places in the US do not govern the exact sound a siren makes so there are quiet a few different varieties. PowerCall is an especially weird one but it sure gets attention.

That siren type is common choice here in the UK, look up LFB and LAS (London Fire Brigade and London Ambulance Service)
