Ok I did some research. I speak Japanese but I didn't know the Kanji for the character for this song. Turns out his name is Chira. As said by a poster below, this COULD mean sagacious rome, but it probably doesn't because the kanji for rome is

羅馬　(ROMA) which means it would be missing a character. More likely that this means "sagacious think silk"

His (or her?) name is 智羅. I don't know how it's pronounced (Chira? Satoshira? Tomora? Satorura? Most likely "Chira", but my Japanese is VERY rusty...). The best literal translation for it that I could think of is "Sagacious Rome" (And that's Rome as in the city in Italy), but I'm not completely sure of the true translation.

This is indeed a soothing song. It is called "Tsuki yuki ni mau hana no you ni" and it is done by none other than Nekomata Master. the same one that did Contemporary Nation (Beyond The Earth) and Contemporary Nation 2 (Sayonara, Heaven) I love his style of music
