I don't think it's 1998, Scott and Jon look older than that. My guess would be more like 2000, because that's when David was on his mission which would explain his absence. And in 1998 Nathan wasn't around.

@mek1022 Yes he was. Nathan came back in February, 1998. Doug AND David were on their missions during Christmas of 1998. That year, Scott would've been 17 and Jon, 15. Donny & Marie's talk show only lasted 2 seasons (1998-2000).
