Sharpe is an officer from the ranks so he carries a his old rifle with him. Also right now Sharpe's too poor to buy a horse, but later he gets a horse.

Rifles would rarely use horses due to them being skirmishers. They would pick spots to conceal themselves to pick off enemies. Rifles had greater accuracy due to the spiral groove within the barrel. You could say they were early "snipers". So having a horse carries no benefits.
