No Child Left Behind: Success or Failure?

If it is agreed that No Child Left Behind does not do what it was intended to do, then a new plan is needed. What would it be? How do we do it? I want every child to have a fair chance. Also some of these supers for these school distrcits are making big bucks, and there may be multiple supers. Eliminating waste could pay for better "talent" when it comes to teachers. It is so easy to simply say "this doesn't work", but how about so ideas to make it better. Thanks.
