dude, the ncr are holding the vegas strip lol, the ceasars legion are trying to get it, aka in the opening sutscene you see an ncr sniper shooting at the ceasers leggion which are trying to capture and enter the strip.

@0o0o0matt0o0o0 yeah the have put iron sights in this, you can "mod" yoru weaposn to an extent, you can put scopes, bigger magazines, a better bolt bar (for bolt weapons) to increase bolt cocking time, and longer barrels for more accuracy. you can gamble,
