Actually, GIMP is probably the best Free Photo Editing software... But that's an opinion, it's more difficult to use than Paint.NET.

Paint.NET is a good program for people that just do this as a small hobby like once or twice a week, or for those that aren't very familiar with Photo Editing programs, GIMP is for people who are a bit more experienced... Photoshop is still considered the best, but I still use GIMP since PS doesn't even work for me. xD
