Is this free? As in, can I set up a local server for free? Can I set up a website on the said local server? Can I use Slackware and Arch Linux for my server?
I will assume you are using Ubuntu as your operating system. Is the account you are using the first account setup on your operating system? Do you have a password set for the user? If you open the terminal up and type "groups" (without quotes) and hit enter what groups does your user account belong to?
Nicely explained, basic tutorial, well I had some more problems beginning this, especially using sudo...it did not accept my password and hence I couldn't do that ... anyway I'll try again using this and then further comment ..
for those who encountered a "can't locate the file" or something, you need to install tasksel first: "~$ sudo apt-get install tasksel"

Another tip, if you use sudo -i you can temporarily log in as root *Even though it's disabled* and make it a root terminal
